To confirm you’re at TDC on cylinder #1, remove the right-hand (passenger side) valve cover. The valves for cylinder #1 should be closed, resting on the base circle of the camshaft. You can verify this by gently moving the rocker arms for those two valves. You’ll hear a slight “tink” sound, indicating they have clearance.
If the TDC mark is aligned and the rotor is pointing to #3, one of the #1 cylinder valves will be near or at full lift. This indicates an incorrectly installed distributor drive gear.
